The guide is designed to help fire chiefs prepare for and when required, better respond to periods of civil unrest. The document is simple, well thought-out, and can be used by fire chiefs of large and small, career and volunteer departments. The key to keeping our communities and responders safe is having a plan and the right relationships in place in order to facilitate a unified response of law enforcement, fire service, EMS, and emergency managers in times of civil unrest.
